Turkana Ranked 16th Nationally, Among Top 20 Improved Counties in Fiscal Performance Index, Score Grade C (0.509)

Turkana County has been ranked 16th nationally in the country’s inaugural County Fiscal Performance Measurement Index (CFPMI) 2024/25, emerging among the country’s top 20 counties in overall fiscal performance.

The assessment, which evaluated all 47 counties using seven key public finance indicators, awarded Turkana a score of 0.509 (Grade C). No county attained the highest Grade A, with only Embu, Narok and Wajir earning Grade B, highlighting the financial management challenges still facing devolved governments more than 12 years after devolution.

The report notes that while several counties have made progress, many continue to struggle with budget discipline, development spending, revenue mobilisation and expenditure controls.

Despite operating with an approved budget of approximately Sh16.8 billion, Turkana was cited among counties where budget size did not necessarily translate into stronger budget implementation.

Alongside Nakuru (Sh25.3 billion) and Kisumu (Sh15.3 billion), Turkana featured among counties that underperformed in budget execution, reinforcing the report’s finding that effective financial management depends more on sound planning and efficient execution than on the size of a county’s budget.

The Fiscal Performance Index draws on data from the Controller of Budget, the Office of the Auditor-General, and the Kenya National Bureau of Statistics (KNBS). It is intended to provide the Senate and the public with an objective benchmark for assessing county financial management, accountability and service delivery.
