According to developers and founders, that is the vision behind Uhuru Safi (GovTrack) , a citizen-focused platform designed to put communities at the centre of public infrastructure planning and delivery.
For years, Kenyans have raised concerns over stalled roads, unfinished water projects, delayed payments to contractors and public investments that do not always reflect the priorities of the communities they are meant to serve.
GovTrack is seeking to change that model by giving citizens a direct role in identifying, prioritising and monitoring public projects.
Putting Communities First
Developed through a collaboration between Climatrix Limited, Ahsante Legacy Investments and IT students from Multimedia University of Kenya, the platform is currently in beta testing.
Unlike conventional systems where projects are largely identified from the top, GovTrack allows citizens to report infrastructure needs, supported by photographs and GPS locations. Communities can then vote and prioritise the projects they consider most important.
Once implementation begins, citizens can also act as independent verifiers, confirming whether agreed work has been completed before payments are released.
From Contractors to Local Workers
Verified contractors can bid for projects identified by citizens, with payments linked to agreed milestones through an escrow system.
The platform also allows residents to list their skills and apply for opportunities created by projects in their communities, potentially linking public investment with local employment.

Tracking Projects and Public Spending
For government agencies, GovTrack provides a central dashboard showing projects, contractors and expenditure.
According to its developers, milestone-based payments are intended to create a clearer financial trail while helping address concerns around ghost projects, accountability and delayed contractor payments.
The platform also seeks to build a living database of community infrastructure needs, giving decision-makers a clearer picture of what communities require.
A Wider Vision
The developers envision Uhuru Safi as more than a project-tracking tool. They see it as a platform that could connect public investment with local economic opportunities and greater community participation.
GovTrack is currently in beta, with its developers engaging institutions including the National Treasury, National Construction Authority, ICT Authority and PPRA on potential wider adoption alongside existing government systems such as eGP.
The developers say their goal is straightforward: make transparency part of public infrastructure delivery from the beginning—not an afterthought.
