
The Higher Education Loans Board (HELB) has opened applications for education loans of up to KSh500,000 to help civil servants finance further studies and enhance their academic and professional qualifications.
The loans are being offered through the Civil Servants Training Revolving Fund, which is available to employees of the national and county governments, the National Police Service and the Teachers Service Commission.
Eligible applicants can use the facility to pursue PhD, master’s, postgraduate diploma and diploma programmes, as well as approved professional courses offered by recognised universities, colleges and other institutions accredited by the Ministry of Education.
The facility allows public servants to pursue further training while remaining in employment, with repayment spread over a period of 12 to 72 months.
According to HELB, borrowers will pay an annual interest rate of 4 per cent, with the repayment period determined by the amount borrowed and the agreed repayment plan. Loan instalments will be recovered through monthly check-off deductions from borrowers’ salaries.
The board says the facility is intended to provide civil servants with an affordable financing option for career development, combining a relatively low interest rate with a flexible repayment period.
The new facility comes shortly after HELB opened applications for the 2026/27 Jielimishe Loan, which targets salaried Kenyans pursuing higher education while remaining in employment.
Under the Jielimishe programme, eligible employed Kenyans can access up to KSh600,000 to finance university, postgraduate, professional and other approved higher education programmes. The loan attracts an annual interest rate of 10 per cent, with repayment periods ranging from 12 to 48 months through payroll deductions.
The Jielimishe facility also includes credit life insurance, providing additional financial protection to borrowers during the repayment period.
Civil servants seeking to advance their academic or professional qualifications can apply for the training loan through HELB’s online application channels, subject to meeting the fund’s eligibility criteria and programme requirements.
