President William Ruto’s advisor, Prof. Makau Mutua, has urged Education Cabinet Secretary Julius Ogamba to take firm action against the misuse of academic titles in Kenya.
Mutua is calling for a policy that bars recipients of honorary doctorates from using the title “Dr.” — a move he says will safeguard academic integrity and align Kenya with international best practices.
“In July 2025, Ethiopia banned those with honorary doctorates from using the title ‘Dr.’ It also restricted how universities can confer honorary degrees. This protects academic integrity and distinguishes between earned and ceremonial titles. Kenya must follow suit,” Mutua said.
An honorary doctorate is a ceremonial degree awarded by universities to recognize individuals for their outstanding contributions, achievements, or service in society. Unlike academic doctorates, they are not earned through coursework or research and therefore do not carry professional or scholarly qualifications.
If adopted, the proposal could affect a wide range of public figures, leaders, and professionals in Kenya who have been honored with such degrees but continue to use the “Dr.” title in official and public settings.
Education CS Ogamba is yet to issue a response to Mutua’s call.
