A recent report from the National Treasury has revealed the top and bottom counties in terms of development spending for the 2023/2024 financial year.
Turkana County emerged among the top 10 counties that prioritized development projects, ensuring significant investment in infrastructure and public services.
Top 10 Counties in Development Spending (2023/2024)
Only nine counties managed to allocate at least 30% of their total expenditures to development, meeting the legal threshold for growth spending. Marsabit led the list, with Turkana also making the cut.

2. Narok – 34.0%
3. Homa Bay – 33.3%
4. Mandera – 33.3%
5. Siaya – 32.6%
6. Trans Nzoia – 31.0%
7. Kitui – 30.8%
8. Kilifi – 30.6%
9. Turkana – 30.6%
Bottom 10 Counties in Development Spending (2023/2024)
On the other hand, several counties allocated less than 30% of their budgets to development, with Nairobi ranking the lowest at just 10.3%. These counties failed to meet the recommended threshold, raising concerns about infrastructure and service delivery.
