DCI: How Raphael Tuju Staged His Own Abduction

The Directorate of Criminal Investigations (DCI) has concluded that the reported disappearance and alleged abduction of former Cabinet Secretary Raphael Tuju was a staged and self-orchestrated incident, following a detailed probe.
In a statement, the DCI said investigations were launched after a missing person report was filed at Karen Police Station on March 22, 2026. However, findings from CCTV footage, witness statements, and corroborative evidence revealed that the incident was a deliberate scheme designed to mislead law enforcement agencies and the public.
According to investigators, Tuju’s vehicle (KCL 346P) was tracked leaving Entim Sidai Hotel on the evening of March 21, 2026, before briefly interacting with a white Toyota Probox (KDN 673L) in what authorities believe was a coordinated move.
The two vehicles were later captured on CCTV traveling along different routes before converging along Nandi Road and subsequently heading toward Miotoni Road.
At Miotoni Lane, Tuju’s vehicle stopped and parked, switching off its headlights while hazard lights remained on.
Moments later, the Probox arrived and stopped ahead of the vehicle.
CCTV footage shows three individuals exiting Tuju’s vehicle and boarding the Probox, which then drove off, marking what investigators describe as the execution phase of the staged incident.
Further footage captured the Probox heading toward Tuju’s residence, effectively concluding what the DCI termed a carefully orchestrated operation.
The agency has since identified several persons of interest, including the driver of the Probox, individuals linked to communication, and those believed to have coordinated the narrative surrounding the incident. Authorities noted that the vehicle used in the operation has not yet been recovered.
The DCI identified several individuals believed to have played key roles in the planning and execution of the incident:
Samson Okiya Sirako – driver of the Probox
Karen Wangare – whose phone was used in communication
Khadijah Chepkosia Saidi – alleged to have coordinated and controlled the communication narrative
Zipporah Wambui – linked to the operation
The Probox (KDN 673L), registered to Mwanahidi Chemeli Saidi, has not yet been impounded and remains at large.
The DCI said the sequence of events contradicts earlier claims that Tuju had been abducted or trailed by suspicious vehicles. Instead, the findings point to a premeditated plan intended to provoke public concern and serve undisclosed motives.
The investigative agency has vowed to take appropriate legal action against all those found culpable, adding that the probe remains active and will be pursued to its logical conclusion.
