ISIOLO: Speaker Roba Accuses Governor Guyo of Illegally Approving Ksh 7.3B Budget Without Assembly or Public Participation

Isiolo County is under scrutiny after claims that its KSh7.3 billion 2025/26 budget was passed without a single County Assembly sitting or public participation.
Speaker Mohamed Roba has condemned the move as illegal and unconstitutional, accusing the executive, led by Governor Abdi Guyo of bypassing due process.
The billions budget was allegedly ‘cooked’ outside the chambers and ‘served cold’ to the public.
Insiders allege clerk Salad Boru, in collusion with top officials, secretly forwarded the documents for publication by the Government Printer without quorum ,debate or public participation.
According to Angaaf Radio Station, governance watchdogs and civil society groups have called for investigations, warning the act undermines devolution and sets a dangerous precedent.
With growing calls for accountability, the legality of Isiolo’s 2025/26 budget now hangs in the balance.
