An audit report for the 2023/2024 financial year has revealed shocking details about the stalled construction of a gate and fencing at Kakuma Stadium.
According to the report, a local contractor was awarded a contract worth Kshs. 9,785,000 for the project. However, a review of payment records showed that the contractor had already received Kshs. 5,855,342, amounting to 60% of the contract sum, despite failing to complete the work.
A field inspection conducted in September 2024 found that the contractor was absent from the site, and work had stalled at the preliminary stage. The chain-link and barbed wire fencing had only been installed on one side of the stadium, and the gate had not been fitted with a steel main door as required in the contract. Additionally, two pit latrines remained unfinished, lacking roofs and doors, while concrete fencing posts were abandoned on the ground, suggesting that the contractor had deserted the project.
The report highlights poor oversight and lack of accountability, with the management failing to provide detailed progress reports or audit records for the contract. As a result, the public did not receive value for money, raising concerns about financial mismanagement in local projects.
Residents and stakeholders are now calling for urgent action to ensure accountability and the completion of the stadium’s fencing, which remains crucial for security and community use. The authorities are yet to issue a response on the next steps regarding the abandoned project.
