IPOA Invites Bids for Office Space in Turkana, Marsabit and Mandera

Interested parties are required to submit detailed EOI documents covering proof of ownership, rental rates per square foot, location maps, parking arrangements, availability of utilities and overall suitability of the premises. The buildings must be free from legal disputes, liabilities and any pending payments.

The Independent Policing Oversight Authority (IPOA) has invited property owners and leaseholders in Turkana, Marsabit and Mandera counties to submit proposals for office space as it seeks to expand its footprint in the three regions.

In a public Expression of Interest (EOI) notice, the authority said it is looking to lease office premises measuring between 3,000 and 4,000 square feet in each county. The space must provide a suitable working environment and be equipped with key amenities, including 24-hour water supply, air conditioning, parking space for at least five vehicles, uninterrupted power supply, access for persons with disabilities and a lift in buildings exceeding three floors.

IPOA further requires the buildings to have adequate security features such as CCTV surveillance, a lockable gate and a perimeter wall reinforced with barbed or razor wire. Preference will be given to premises located near other government offices or agencies and in areas that are easily accessible to the public.

Interested parties are required to submit detailed EOI documents covering proof of ownership, rental rates per square foot, location maps, parking arrangements, availability of utilities and overall suitability of the premises. The buildings must be free from legal disputes, liabilities and any pending payments.

Applicants must also provide a signed lease agreement by the registered owner, postal and physical addresses, contact details, official email address, a copy of the building’s occupation certificate and details of other tenants, preferably government or corporate institutions.

IPOA noted that the State Department for Public Works will conduct ground verification to confirm the suitability of the proposed premises, while the Ministry of Lands will assess the proposed rental rates to ensure they align with prevailing market rates before lease agreements are finalised.

Well-prepared and signed EOI documents should be deposited in the tender box at IPOA headquarters, ACK Garden Annex, 2nd Floor, 1st Ngong Avenue, Nairobi, addressed to the Director/Chief Executive Officer.

The proposals must be received on or before March 2, 2026, at 11.30 a.m., and will be opened immediately thereafter in the presence of bidders or their representatives who choose to attend.
